To manage your blocked accounts, first tap on either the Following or Follower tab on your profile page. 

After this page opens, you can tap the three dots in the top right corner to manage your blocked accounts, it should look like this:  

To unblock users, simply tap the unblock button after going through the manage blocked accounts page.
